I'm trying to figure out why performance degrades when I attempt to
use ToS values => 4 (including Experimental values in Pool 2, ex. 15) as
flow_mods on the GENI OpenFlow backbone core network. In particular, if I use
values < 4 (i.e. 0, 1, 2, 3), a ping from K-State to a pgeni host at GPO lab
takes ~128ms. However, if I use values => 4, the same test results in ~650ms.
