Bug 19230 - JDBCHistoryCache.hasCacheForDirectory is buggy
Make the method look up directory names relative to source root (the
way they are stored in the database) instead of repository root, and
add unit test that exposes the bug.
Based on fix contributed by Jens Elkner (OS0482).
