I am port forwarding 1718-1720. I am still geting this problem.

  The Error occurs because the setup message cannot reach the endpoint behind 
the NAT because you need to port forward port 1720 to the endpoint.  

  If you used PacPhone you would not have to do this as it contains GnuGk Nat 
Traversal technology which allows it to traverse NATs without port forwarding 
however you need to set Ensure NetMeeting compatibility in the installation for 
it to interwork with NetMeeting.  In upcoming releases of GnuGk (currently in 
CVS) you can avoid doing this as it has features to ensure no settings 
compatiblity.

  with your current issue I suggest you also set
