I think the problem is a bit more complicated. As I understood, you need to make GNUGK distinguish short and full numbers. That will demand from you to change the dial plan of your network. I see the solution in adding a prefix (one extra digit, e.g. 9) to full numbers. To reach alias 12345678xx one may dial 912345678xx or just xx. Any external number must be dialed as 9<externalNumber>.
For every internal endpoint you must add a rule like: [RasSrv::GWRewriteE164] <internalAlias>=in=9.=.;in=.=12345678. And you must remember that xx SHOULD NOT begin from prefix 9 (only values from 00 to 89 are allowed).
