MS strategy is the simplist thing in the world: Create a first level systems monopoly, then build or partner to build or encourage developers to build applications on that monopoly. Good or Bad does not even have to come into it, it just is. I recently looked at browser market share, and ta da: Internet Explorer has 88% of the market, damn near to the OS such things run on market share!
