The implication of this multi-dimensional matrix of "betterness" is that each 
organization (at its locale and at any given time) will need to decide its own best 
set of trade-offs. Ideally, the information system will have the flexibility to 
support these different information needs and workflow at minimal cost. 

Certainly one can always hire a team of programmers to flex any information system to 
fit the new needs (even when without access to the source code, most systems can be 
reverse engineered given sufficient money). But, since we now know one size does not 
fit all, it may be advantageous to start with a system that is less costly to flex. 
This may mean open source and modular architecture.
