That sure is GNU, if I ever saw it.  I'll read it again, but whenever the
first sentence says you can license the product under GNU, it's effectively
GNU.

BTW, today I approached a hospital I worked for two years ago, and mentioned
that I'd be interested in installing OSCAR after I test it at my own
hospital.
