I agree completely. That is why we should strive for computer-assisted
medical workflow, rather than paperless medical records. The assumption
may have been that we need to achieve paperless medical records first,
before we can make progress on computer-assisted medical workflow. This
assumption may not be valid.

Certainly, the patient's "state" would still need to be described
sufficiently for the enactment of the workflow to be semi-automated - but
this may be quite different from a "comprehensive" EMR.
