All it means is that neither of the major political parties will introduce open source "affirmative action" legislation or policies - that is, active discrimination in favour of FOSS when software acquisitions are being made. However, that doesn't mean that FOSS won't be considered by government agencies - indeed, govt officials must consider FOSS as part of of their due diligence responsibilities to ensure that the taxpayer gets best value for their tax dollars. The ACT legislation was just reminding them of that fact. Tim C
