One could interpret the result as typical of some IT projects where one or more
major end-users classes are essentially ignored, or perhaps the target of distates,
or both. I was under the impression that the 'NHS mega Health-IT project'
incorporated as a major goal the inclusion of all Healthcare Practitioners in the
design, specification, development and validation phases.
Unfortunate yes, but better now than later, especially if the IT project has to work.
It does remind me of a few IT projects that assumed customers could all fit into
a single, simplified model and they subsequently performed consistent with the
model at all times. In general this works only with the model.

What a nuisance... just when someone was so near to demonstrate that it was possible to idealize/install/operate a Healthcare Information System without those awful creatures... the doctors. :-)
