Depending on how the Call is exactly phrased, there may be scope for 
free/libre/open source projects - I think one of the foci is going to be 
personalised health records, so may be an angle.

The EU Framework projects have in the past funded specific 
free/libre/open source projects, and the terms are often flagged up in 
the calls - but not many overt projects recently.

On registering as an expert on the panel - I would encourage it. I have 
been an evaluator and reviewer for 10 years now - it is interesting 
work. I can discuss one-to-one with anyone wanting to know more.
