The OSHCA general membership would likely benefit from you announcing it
there as well.  Why only the committee?  Your lack of "openness"

I do not think it is "regardless of what new or current board says".
The Constitution clearly says that the Board should define those rules.
I do not disagree that others can (and should) work on those rules.
But, the board has to take action by drafting the rules or calling for
others to help draft the rules (which you have just done this past
week).  Approving the draft.  Then adopting them as a board resolution
or presenting them to the membership during an Annual General Meeting
for adoption as an amendment to the Constitution.

I also find it interesting that you continue to promote PrimaCare as an
open source application when it clearly is not available as a free and
open source application since you do not allow the users to distribute
the application or the source code outside of Malaysia.  While I fully
respect the rights of PCDOM to not release the software outside of their
network. I do object to it being promoted as a FOSS application.
Especially when being promoted as such by the President of OSHCA.
