Sean,
as I understand cmpost.c and simple.c where originally pure libibcm
examples.
Is there any other test code utilizing the libibcm?

If IPoIB is not running, then you will need to use the IB CM directly.
The RDMA 
CM uses ARP to resolve IP addresses to GIDs.
