It's often a matter of root cert distribution rather than protocol support.
Agreed, I have SSL supported for *some* root certs from when PHP was compiled, but I'm not familiar enough with the process of integrating a new file (of the latest from Mozilla's build) to casually do so. My trust of SSL is not high enough to put much effort into that.
