Also, is there some required or sufficient amount of progress in
illumos-gate alone (i.e. Saso's new ZFS features, recent integrated
driver updates and generic features and bugfixes contributed by
many developers) to warrant creation of a new (pre-)release?

A couple of very recent fixes to nfs, e.g.
https://github.com/illumos/illumos-gate/commit/aea676fd5203d93bed37515d4f405d6a31c21509
or zfs, e.g.

<https://github.com/illumos/illumos-gate/commit/03f8c366886542ed249a15d755ae78ea4e775d9d>

and numerous others are important fixes that would justify
at least a prelease. OI should not fall into the trap the
"support-line" OSol felt into when selecting only a few
fixes from mainline, missing important ones (and not
committing back fixes from "support-line" to mainline),
which made that Osol release track nearly unusable in the end....
Reviewed and committed Illumos fixes should be considered as stable
enough to be included at least in a prestable release.

And, as 151a7 runs very stable now, an aged and proven 151a8
prerelease should finally culminate in a new major release, which
generates some good news to spread and may attracts more new users
and, hopefully, some more developers (especially from industry).
