For bash, there should exist the file
/usr/share/locale/en_GB/LC_MESSAGES/bash.mo

I don't see en_GB in
/usr/share/X11/locale/

In fact, our systems have en_US.UTF-8 set globally, and then
LC_TIME to en_GB.UTF-8 and LC_PAPER to de_DE.UTF-8 to get the
right feeling...
