I cannot recall how I did it, but on my current /hipster system:
$ uname -rosv
SunOS 5.11 illumos-483b029 Solaris
$ pkg publisher -a
PUBLISHER TYPE STATUS P LOCATION
openindiana.org origin online F
http://pkg.openindiana.org/hipster/
sfe-encumbered origin online F
http://pkg.openindiana.org/sfe-encumbered/
sfe (non-sticky) origin online F
http://pkg.openindiana.org/sfe/
I also get nothing:
$ pfexec pkg refresh --full
$ pkg search -r fail2ban
[NOTHING Returned]
To me it looks like /sfe (and /sfe-encumbered) package repository has
something got corrupted. Also, I was informed that /sfe wasn't planned
to run with /hipster (which make my hands tied).
This didn't help too:
$ pfexec pkg rebuild-index
I know this is not solution, but (as last resort) you should be able to
install it (just tried - removed it, and installed again):
$ pfexec pkg install -v
pkg://sfe/network/fail2ban@0.0.0.0.0.2-0.151.1.8:20131204T181108Z
You can also try to open bug
