If clicking on them as the normal user, a window appears with a panel
that requests the root password, and on giving the password, the tool
window remains greyed over and when taking the cursor inside the tool
window the cursor becomes the "waiting clockface". For ever.

As said, this only applies to 'Users and Groups', and 'Time and Date'.

If you see this for other tools, you still have a different problem.
This email was written on an a9 installation where all these tools
are properly functioning.


Starting the tool as root from a tty window, such as "su; users-admin",
the tool runs for a bit and then dumps core on SIGSEGV.

As said, these two applications are currently broken, see #4319 .
All other issues should be gone.
