As far as I can tell, the SVR4 package would have to be converted
to an IPS package, and the various scripts run during pkgadd would
have to be merged in an SMF assembly service.  Some amount of work,
but certainly doable.

That's partly why it wasn't done - the SVR4 package is a mixture of installation and configuration, but for IPS these two have to be separated out. Also, they would then have needed two installers, one for Solaris 10 and one for Solaris 11. Sticking with SVR4 meant they didn't need to resolve either of these issues.
