I've developed a patch that fixes this problem. See the bug report

This patch solves the problem for both of my misbehaving systems.
It only has to be installed into desktop/lightdm/patches of the OI
source, and the component republished with a new COMPONENT_REVISION.
Somebody will have to turn the patch into a github PR before it can be
incorporated into the OI source, of course.
