Those are not full packages, just their manifests.

Likely, but I'm not sure.

From what we know so far it looks like that /var/pkg/publisher/*/pkg is
more like a cache...

Then there is a question:  What is difference between
/var/pkg/cache/publisher/openindiana.org/pkg/ and
/var/pkg/publisher/openindiana.org/pkg/ and what exactly is their
purpose.
