This issue was originally reported with openjdk-9 but it also happens with openjdk-10 and 11. The initial bug report refers to jquery.js only but with openjdk-11 it also includes jquery-ui.js, jquery-ui.css and their minimised versions. With openjdk-10 there was also jszip and jszip-utils.
