A preliminary evaluation is that this is related to accessibility. A workaround might be:

   java -Dglass.accessible.force=false ...

If you can try that and let me know if it works for you (it does on our system with the test case attached to the bug report), then I will add that information to the JIRA.

        That's a catastrophic bug that needs to be fixed in an
        emergency update. Many new Windows laptops have Intel GPUs
        with touchscreens that you can't disconnect, and Microsoft is
        pushing Windows 10 to all of them. Apparently no JavaFX app
        with a ComboBox can run on them now!
