Ultimately, we should spend the time on #1081 but it won't make jfx27. It's a 
large fix with a behavioral change that will need a lot of testing and should 
go in earlier in the release cycle of a release, and not a week before rampdown.

If this is a good and safe fix, and it can be reviewed in time to make jfx27, 
then this localized fix might make sense (which is what I mentioned in the JBS 
comment). So the question is: Is it?
