The right mailing list for reporting problems like this is "[email protected]".

Hello,

Thank you for the information.

However, I think it would still be worth notifying the mailing list
administrators about this issue and fixing it as soon as possible.

From a user perspective, having a password reset function that does not
work is quite confusing. Especially for new contributors who are trying
to join the OpenJDK community, this creates a rather poor first impression.

I understand that the account system may not be critical for existing
users, but having basic account functionality working would make the
mailing list experience much smoother and more professional.

If someone knows the contact address of the mailing list administrators,
please let me know. I can write to them directly and will try to
describe the issue constructively without sounding too critical :)

Best regards,
Pavel

I ran into this too, and sent a message to the discuss mailing list.

Long story short, the account features may get activated at some
point, but are not for now. It shouldn't affect you for most of your
pre-existing permissions -- you can still subscribe to new lists
without an account. It's just that you can't see the full list of
stuff you are subscribed too.

In general, if you need to do anything mailing list related that you
***previously had permissions to do***, send an email to discuss, and
one of the mailing list asmins will get back to you.
