somehow. I went ahead and did the following:
$ sudo chgrp -R openlayers /osgeo/openlayers/docs
$ sudo chmod -R g+rwX /osgeo/openlayers/docs
And now:
sudo -u openlayers svn up /osgeo/openlayers/docs/
works as expected.
