I don't know about clustering theories, but OpenLayers starts a cluster at the first feature it stumbles across. If other features are within a specified distance of that feature, they will be added to the cluster. Otherwise a new cluster will be created and the same procedure applies. If the number of features in such a cluster is lower than a threshold, then the individual features will be used instead of the cluster. Andreas.
