Quickly put:
- fork openlayers on github
- clone your openlayers repo locally
- create branch
- check out branch
- apply patch to branch
- push branch to your github repo
- issue pull request

Yes, we need to change that.

Pull requests work best for the OpenLayers developers.
After 2.12 I hope we can discuss again what to do with Trac. I
personally don't want to work with two issue trackers anymore.
