If you want to use the OSM tiles (OpenLayers.OSM) then you will have to use 900913 and meters and lose the acuracy you seem to require. You will need to load the OSM data into a local server (either as a shapefile or postgis) and then reproject it to 3003 so that it lines up with your local data.
