A proxy can be written in any servlet environment that you are 
comfortable with. I use a jsp because its convenient to my environment. 
I know nothing about what IIS but I am guessing asp? could use php as 
well. All the proxy has to do is
1/ verify the destination is allowed (If you dont then you have an 
openproxy that some crim can discover for spamming, DDOS etc etc)
2/ open an http connection to the url supplied as a parameter
3/ read the connection and pipe back as response.
