WkhtmlToImage seems webkit based; that doesn;t do vml, if this vector data is clientside generated you would need to pull it out and push it into a serverside web page that is fed into the rendering engine. this may help: http://acuriousanimal.com/blog/2012/09/17/creating-static-maps-in-openlayers-using-phantomjs/
