We're big fans of Mapbox (www.mapbox.com)
They're not free, but they do have a nice tiled photo basemap (and a lot
more) and we find them very reasonably priced.
For the most part, you may have to find a local source which covers your
state or province, or you may need to download photo data (e.g. NAIP in
the USA) and set up your own WMS using MapServer.
