I would just to reiterate the problem is not with openlayers. The
problem is server-side. If you dont know how to debug on the server,
then you may need to learn how fast.
Perhaps you try posting a copy of what your proxy.cgi looks like.
Someone used to using it might be able to help.
Have you put url AND Port into the allowed hosts?

|http://myPublicIP/cgi-bin/proxy.cgi?url=<put in the url of the wms
server that getfeatureinfo queries>

|http://PublicIP/cgi-bin/proxy.cgi?url=http://myPublicIP:8080/geoserver/web|
