This type of questions should rather go to an LDAP specific list (like [email protected]), since (apart from slight implementation details) it has little to do with OpenLDAP software.
All that's about OpenLDAP is that at some point, possibly during the lifespan of <draft-ietf-ldapext-aci-model>, someone patched OpenLDAP's slapd according to that doc. You may want to try looking up discussions about that doc in OpenLDAP's archives; discussion about that draft might have occurred in some IETF list as well.
