Sebastian, I have checked this.
If you invite some registered user of OpenMeetings through the calendar then 
the user language from his profile is not used for invitation language.
So for example, your OpenMeetings interface default language is Russian and you 
invite Hans to some room. But Hans's language in his profile is German. So he 
would receive an invitation letter in Russian, but not in German. So this 
language_id would be Russian.

Should we create a new issue for this?

But I am agree with you that language_id = userLanguageId, so userLanguageId is 
not needed.

I have received an account for new repository but committing is still forbidden 
for me, I don't know why.
So I have attached a new correct patch.

Sending methods contain a description "@param language_id   If it is >0 then 
"&language=" is added to the link". We can use it to distinct registered and 
unregistered users when we implement this issue with the unused user profile 
language in invitations.
