the green bar is only shown for your own video, the green dot is shown on all
video views.
Syncing the green bar to all video views is impossible as it would mean you
sync 1.000.000 events per minute.
For the users own video view you might be right, the green dot is duplicated,
however I tend to say that it might be good for the user to see the same what
everybody else can see.
