It is imposible to import strings with non-existent id using OM GUI Admin
Steps:
1) open english.xml using text editor
2) add string with non-existent id (last id incremented by 1)
3) try to import this file using Admin language editor
Result: Exception is thrown while import and displayed in log file
ID of autoincremented field should not be set
proposed resolution: fieldvalues_id field should not be autoincremented
