you do not need to become a moderator to access files and whiteboard, you only need the Right *Draw to whiteboard* that is handled separated and that can be activated for any user. You might think that this is also strict in a way, but if you think about a scenario with 20-40 students and one teacher (so probably in Event-Modus), you will see that its not that strict. In a more democratic Conference (so probably in Meeting-Modus) where everybody can see and talk to everybody you might be right.
