New issue 902 by ryan.mechem: no record button in 90-rc2-r2227

When i go into any mettings as admin or moderator i can not find the
record button as I had seen it before in other versions.
I also had looked under the config file in which i found this.

As I am reading this it should be visible but it's not. Any clues as to
why the record option isn't showing?
