As a mentor, I support using Jenkins. I believe it is sufficient to file a request to infra team for that.
Let me just clarify one point. The first release here is non-technical stage which means all licenses are in place, all dependent components are removed from svn and delivered during bundling process, the RAT passes and the related vote to make the first release of *Apache* product passes.
