No there is no such behavour.
It is working fine from my point of view.

There was an issue 3-4 years ago that leaded to a problem where the SWF did
ignore gotoAndStop calls to a certain frams in the SWF. However by using
the option "-insertstop" of SWFTools we where able to fix it.
