In the openldap log you can read:
"SRCH base=" DC=company,DC=gov,DC=br" scope=2

First of all, there is a space in the search base which may prove that
there is an extra space in your configuration file.
Second point is to check that your entries have the person objectclass
set as OM in the version you're using, requires that the user entries
have this class set.
