What timezone has your openmeetings user profile that creates the calendar event?
Actually the servers timezone is only interesting if there is no user-timezone available. When you create a meeting through the calendar at 2 o'clock then its 2 o'clock in the time zone of the openmeetings user that you are using. Actually on top of the calendar there is also drop down to change the timezone setting.
