The button "ask a question" is the same as "I would like to become
moderator".
That is true. The text has changed, in previous version this tooltip was "I
would like to ask a question" and not "I would like to become moderator".

What should happen if you have an additional button "I would like to ask a
question" ? The moderator either shall grant you moderation or access to
audio/video. And this is what it is now.
