I think you have a flawed assumption -- neither ftp or http are reliable. Check the protocol docs for details on the extraordinarily-weak packet-level checksum (not even CRC) that is provided by TCP. And assumes that all levels of the stack on the server and client side correctly handle error codes and statuses -- which is also something one should not rely upon on any critical download.
