I think since android folks need some custom tweaks to the kernel

I think Michael can give some details on this particular option and
why it might be needed.
The lowmemory killer is basically used on android and it's present in
driver/staging/android/
in the mainlike kernel. I don't know why is activate by defualt in your
configuration,
but I prepare a couple of patches.
