I do not know exactly who contributed how much in the past.
It seems that this is the list of major contributors:
Tom Morton
Jason Baldridge (CLA on file)
Jörn Kottmann (CLA on file)
Gann Bierner
Eric Friedman

Of three people who have no CLAs at least Tom contributed
a major amount. Its not known to me how much the other two
contributed, but it seems to be major also.

Tom will sign the CLA. Should we contact the other two,
to sign a CLA too? Or is a SGA more suitable?

Ok, until we know exactly when we can import, it seems
safe to perform the first three steps, right ?

1. Create Jira issues for OpenNLP and Maxent
2. Tag OpenNLP and Maxent code over at sourceforge
3. Attach the source code to the issues
