I'm going to be chaning this issue a bit.
Turns out Apache already has their requirements outlined here:
http://apache.org/foundation/marks/pmcs.html#navigation
I'm going to use this issue to bring our site into compliance. Everyone else
will be put on warning until this is fixed across the board.... I brought the
topic up in general list and got a response saying as much.
Sorry all, I may have upset with the simple question and the different paths
for the license link I found on various projects.
