There's no 'incubator repo', just the Apache repo. Incubator releases are 'releases'.
You need distro management and you need signatures. The simplest thing to do is to inherit from the ASF parent POM: org.apache:apache:WHATEVER_IS_CURRENT There is a web page on the infrastructure site with specific instructions.
