Those are the correct commands, perhaps your network blocks non- proxies HTTPS? Alternatively, you could try http instead of https... Which works read-only.

Looks like svn can't access https. I have apache2 installed and it's up and running. I also installed mod_dav_svn.i386 via yum.

Should I make changes to the subversion.conf file which is located in /etc/httpd/conf.d or that would not be necessary now that I am not after installing the svn server and/or hacving my local repository?
